Registration of barcodes

Every manufacturer is interested in having his goods as soon as possible find their consumers. On the way to consumption your goods are passing the stages of storing, transportation, distribution and sale. The qualitative good marking with barcodes ensures efficient operation at all stages. First of all, barcode is a practical tool and because of it the accounting operations are carried out during delivery and sale of goods.

Barcode (bar-code) is a sequence of black and white stripes, representing the information in a form easy to read by technical means. Bar-coding is engaged by international non-profit and non-governmental organization called the Association of EAN (European Article Numbering), established in 1977. In Ukraine, its functions are performed by the Association of Article Numbering “GS1 Ukraine” (until 20.12.2006 it was called “EAN-Ukraine”), established in September 1994.

For registering of your goods barcodes, firstly you need to become a member of the Association of Article Numbering “GS1 Ukraine”, which is the sole official representative of the international organization GS1 in Ukraine. It is important to note that the barcode assigned to your good by the Association GS1 Ukraine, is valid in any country of the world (except the limited circulation numbers).

Members of the Association GS1 Ukraine can be::

  • legal entities;
  • individuals-entrepreneurs.

To implement this procedure the specialists of our Agency prepare the following documents:

  1. The Agreement about associate membership in GS1 Ukraine.
  2. Appendix to the Agreement about associate membership in GS1 Ukraine, which provides dues required to pay.
  3. Registration card of the member in the Association of GS1 Ukraine.
  4. Applications for number assignment of GS1 (there is a separate application for each trade item).

It is important! Not only the procedure for registering barcodes, but also all of your follow-up activities associated with the use of the barcodes for the sale of goods depend on correctness of filling all the necessary documents (especially applications) and information, indicated in these documents. That’s why, documents preparing and implementing the registration procedures should be left to professionals. We will be glad to cooperate with you on this issue.

To prepare the necessary documents, we need the following information:

  1. Description of the trade item (name, nomenclature article and trade name). The good is assigned with a new number of GS1 whenever there is an obvious and essential difference between goods, for example, on the grounds of: type and kind of good, trade-name, trademark, packaging and its type, quantity in the package, weight, dimensions and other parameters of the good. This list does not include all grounds for assigning the new number of GS1. For example, there is mineral water with the same name and characteristics, but with differences in volume, so these goods should have different numbers in the bar-code. It should also be noted that trade name of goods is not required for barcodes registration. In addition, if you have not yet registered or at least filed for trade name registration, we still advise you to protect it officially.
  2. Technological normative documents of the good such as DSTU (State standards of Ukraine), TU (specifications), GOST (State Standard).
  3. Package of the good (if there is a package): type, material etc.
  4. Description of the good (appearance and distinctive features).
  5. Biographical data of the applicant (who is a member of GS1 Ukraine and whose name barcodes will be registered on etc.).

Stages of the barcodes registration:

  1. The specialists of our Agency send you the questionnaire to fill in, power of attorney (to the director of our Agency to represent your interests in GS1 Ukraine) and the form-order (to get the necessary information about the trade items).
  2. You fill these documents and send them to our Agency for detailed study. If necessary, we will advise you of the correctness filling the documents.
  3. Within a few working days, we prepare a complete package of documents required for apply in GS1 Ukraine and barcodes registration. After that we send them to you for signing.
  4. After the package of documents is signed by you, we take the originals to GS1 Ukraine, where they are officially registered. Your Agreement is numbered and dated officially.
  5. Referring to the official number and date of the Agreement, you pay the membership fees (directly to the account of GS1 Ukraine).
  6. After payment arrangement the barcodes will be registered within seven working days.

Thus, the barcodes registration period lasts on average for about seven days.

After completing the registration process, we provide you with the following documents:

  1. Your copies of the Agreement and Appendices to the Agreement about associate membership in GS1 Ukraine, signed by the President of GS1 Ukraine.
  2. Certificate of Prefix assignment of GS1 enterprise in the global system of GS1.
  3. Certificate of the Global number assignment in the global system of GS1.
  4. Certificate of the ID number assignment for the trade item in the global system of GS1 (Global Trade Item Number GTIN-13). As noted earlier, each trade item has a separate number and a separate Certificate of the Global Trade Item Number GTIN-13.

Cost of the barcode registration consists of:

  1. Entrance membership fee. This fee is paid one-time at entrance in the associate membership in the Association of GS1 Ukraine.
  2. Single annual membership fee. This fee is paid annually to maintain the membership in the Association of GS1 Ukraine.
  3. Annual periodical membership fee which is paid for assigning the numbers of trade item (separately for each trade item).
  4. Annual periodical membership fee which is paid at number re-registration of trade item (if it is necessary).
  5. Agency services for the preparation of all necessary documents, conducting the registration procedure, consultancy etc.

As it was mentioned earlier, members of the Association of GS1 Ukraine can be legal entities and individual-entrepreneurs. There is set different values of membership fees for large enterprises, small businesses and individual-entrepreneurs by the Association of GS1 Ukraine.

According to part 7 of article 63 of the Commercial Code of Ukraine, companies can be categorized as small businesses, medium or large enterprises depending on the number of employees and gross income from good sales for the year.

Small businesses (regardless of ownership form) are companies with average number of employees for the accounting (financial) year no more than fifty people and where the gross income from the sale of goods (works, services) for this period does not exceed seventy million hryvnias.
Large enterprises are companies with average number of employees for the accounting (financial) year more than two hundred and fifty people and where the gross income from the sale of goods (works, services) for this period exceeds one hundred million hryvnias.
All other companies are considered to be medium enterprises.

The cost of membership fees for large enterprises:

  1. The entrance fee - $ 300
  2. Annual one-time fee - $ 200
  3. Annual periodicity fee when assigning rooms GS1:
    • $ 20 for each code (when assigning from 1 to 10 codes);
    • $ 15 for each code (when assigning from 11 to 25 codes);
    • $ 10 for each code (with assignment of the 26-to 100-ta codes);
    • $ 5 for each number (when assigned to the 101st and more).

The cost of membership fees for small businesses:

  1. The entrance fee - $ 150
  2. Annual one-time fee - $ 100
  3. Annual periodicity fee when assigning rooms GS1:
    • $ 10 for each code (when assigning from 1 to 100 is the code)
    • $ 5 for each number (when assigned to the 101st and more).

The cost of membership dues for individual entrepreneurs:

  1. The entrance fee - $ 50
  2. Annual one-time fee - $ 50
  3. Annual periodicity fee when assigning rooms GS1:
    • $ 7 for each code (when assigning from 1 to 100 codes);
    • $ 5 for each code (with assignment of 101 of the code, and more).

Cost of services of the Agency for the implementation of all the works on the registration bar code is only from 800 UAH.

Important and interesting facts:

  1. GS1 is not an abbreviation and has an associative interpretation. Letters “GS” correspond to such terms as “Global System”, “Global Standards” and “Global Solutions”. Figure “1” indicates the primacy of Organization for Standardization as well as the unification of world trade in the global system of standards.
  2. Association of Article Numbering of Ukraine “GS1 Ukraine” (until 20.12.2006 – Association of Article Numbering of Ukraine “EAN-Ukraine”), established in September 1994, is a non-profit and non-governmental organization. “GS1 Ukraine” is the sole official representative of the international organization GS1 in Ukraine that is the world's leading organization of developing and implementing the global standards and solutions, which improve efficiency and transparency of production, supply and trade.
  3. The users of GS1 standards are more than 1 million companies worldwide.
  4. The basis of all GS1 standards is a numbering system, which ensures that GS1 numbers provide with the unique identification and can not repeat accidentally.
  5. As a rule, assigning the GTIN (Global Trade Item Number) is being charged with by organization, that owns the trade name, technological normative documentation (specifications for the good), regardless of where and when the good is produced.


Such organizations may be: 1) a manufacturer or a supplier; 2) an importer or a trading company that gets good produced in any country and sells it under an own trade name; and 3) a retailer, if the company gets a good produced in any country and sells it under its own trade name.
Exceptions: 1) if GTIN is not assigned for trade item at the stage of its manufacturing, an importer or a supplier may provide a temporary assignment of GTIN for this good; 2) the manufacturer provides assignment of GTIN for trade items without the trade name and for trade items with common properties, which have no signs of a certain distribution network. NOTE: Some companies produce the same trade item in several different countries or on several plants. In this case, the GTIN should be assigned centrally and controlled by one of the companies, which belongs to the group, or by one of its operating departments.

6. From the moment of GTIN assignment it should not be changed until there is the change in characteristics of the trade item. Significant change in any of the main characteristics of trade item required to assign a new distinguishing identification number.
7. Prefix GS1 (first three digits of the bar-code, for Ukraine they are 482) does not determine the country of origin. It determines the country (or national organization) which a manufacturer or a supplier of goods registered in.

Members of the Association GS1 Ukraine receive the following opportunities:

  • to mark their goods with barcodes according to generally accepted international requirements;
  • to carry out a check of compliance the printed barcodes to the requirements of international and national standards;
  • to carry out the electronic exchange of data with partners in accordance with international standards;
  • to identify pallets and other logistics units uniquely in accordance with international standard (SSCC) as well as tag them with standard shipping labels;
  • to use the electronic catalogues of Ukrainian goods “Depositary”;
  • to obtain technological normative documentation of GS1 System;
  • to take part in educational activities on automatic identification and electronic data interchange;
  • to get advices on the practical application of bar-coding and electronic data interchange in industrial and commercial processes.
